 DBM Procurement Training 

Overview Class:

This class is a 2-day general overview of Maryland procurement. The subject matter covers a broad spectrum of procurement information. Topics include: Maryland procurement and how does it differ from the private sector, the State’s procurement hierarchy including approval authorities and general procurement responsibilities, available procurement methods, basic steps and timeframes of a procurement and a general overview of socio-economic considerations. Anyone who seeks a greater understanding of the State’s procurement system is encouraged to attend.

Planning Class:

This is a 5-day class that focuses on the myriad decisions that must be made as to what to include in the specifications aside from the particular aspects of deliverables, including contract duration, incentives or disincentives, minimum requirements, quantity guarantees, multiple awards, regional and topical awards, meetings, reports, price adjustments, performance standards, avoiding ambiguity, risk considerations and retainage. Topics include: identifying the problem or need to be solved by a procurement, contract management plans, preferences, reciprocal preference, living wage, requests for information, Performance Based Contracting, DHR Hiring Agreement, Intergovernmental cooperation provisions, performance versus design specifications, solicitation structure and sections, simple rules, auditing, transition cooperation, personnel substitution, time frames, period of irrevocability, task orders, bundling/unbundling, progress payments, work location, property ownership, employee background checks, electronic submissions, outreach and distribution, pre-bid/proposal conferences and site visits.

Procurement Class Description:

This is a 3-day class that reviews on the common aspects of competitive procurements, with a focus on the specifics of competitive sealed bidding. Topics include: conducting pre- bid/proposal conferences, handling solicitation questions and answers, solicitation addendums, receipt of bids/proposals, opening bids/proposals, mistakes in bids, tie bids, approvals, disclosure of information, public information requests, late bids, one response considerations, and protests.

Performance Class Description: 

This is a 5-day class that focuses on managing contracts from award to completion, specifically managing contractor performance and ensuring that we are getting our monies worth. Topics include: terminations, suspensions and delays of work, withholding of payment, claims, show cause letters, equitable adjustments and contract monitoring and other related topics.
