SALARY: $38,016 - $59,892
Salary reductions may apply per Executive Order 01.01.2009.11 - State Employees' Furlough and Temporary Salary Reduction Plan. These rates are in effect through June 30, 2010. State of Maryland salary rules apply to current State employees.

POSITION DUTIES: This recruitment is for 4 vacancies in the Department of Budget and Management, Employee Benefits Division located in Baltimore City. These positions will perform a variety of unique and complex auditing functions for the Employee Benefits Division (EBD) under the Office of Personnel Services and Benefits (OPSB). EBD oversees the administration, accounting, budgeting and auditing functions of the State’s $1 billion non-budgeted Employees and Retirees Health and Welfare Program. These positions will be responsible for performing internal audits and pursuing recoveries identified during the eligibility audit process for claims paid under the self-insured contracts of the State’s health insurance program. These positions will work closely with the Lead Auditor and Audit Supervisor in the performance of claims eligibility audits and resolving potential ineligible claims disclosed through the automated review process conducted by the Fiscal Unit of EBD. These positions will also work with the State’s Contract Auditor on annual health insurance vendor contract audits, which includes review of audit reports, discussion with vendors, final review, and recovery of any remedies.
You must meet both the minimum and selective qualifications to qualify for the positions.
MINIMUM QUALIFICATIONS: Each candidate must have:
Education: A bachelor’s degree in Accounting from an accredited college or university or a bachelor’s degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in Auditing.
Experience: Two years of experience performing financial and compliance audits of a State agency, grantee, business or other entity.
Notes:
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.
SELECTIVE QUALIFICATIONS: Must have at least one year of experience creating spreadsheets in Excel and databases in Access, and utilizing Word and mainframe applications. (Please complete the attached Qualifications Supplement documenting this experience.)
PREFERRED QUALIFICATIONS: Experience in health insurance claims auditing, eligibility auditing, and audit report preparation or review is preferred.
