Entry Level Bachelor's Degree Classifications

The following are State Merit system job classifications requiring a bachelor's degree from an accredited college or university. Some positions are recruited on an “open and continuous basis”.  The Maryland State application (MS 100) can be downloaded from the Job Seekers website.  The numbers provided in parenthesis are job codes to look up job descriptions (specs).  Applications are only accepted for classifications on the Department of Budget and Management's State Jobs.  Jobs highlighted below are currently open. 

Accountant Trainee   GRADE 13 (4545)
A bachelor's degree, including eighteen credits in accounting, and at least three credit hours in auditing. This is entry- level professional accounting and auditing work. 

Agency Budget Specialist Trainee    GRADE 12 (0985)
Possession of a bachelor’s degree from an accredited four-year college or university.  This is the entry level of work preparing, presenting and executing agency budgets.

Agency Grants Specialist Trainee   GRADE 12 (0805)
A bachelor’s degree is required; this is the entry level work of evaluating grant proposals, distributing grant monies, and monitoring and reporting for a grant program.

Agency Procurement Specialist Trainee   GRADE 12 (0847)
Possession of a bachelors degree or substitution of professional or paraprofessional contract management or procurement experience  on a year for year basis for up to four years of required education.  Specific certifications may also be substituted.  See job description on state website, use job code to look up description.

Agricultural Marketing Specialist Trainee   GRADE 12 (2248)
A bachelor's degree in marketing, economics, agricultural economics, home economics, business administration, or an agricultural science. This is trainee level work in agricultural marketing assisting in the planning, development, and implementation of projects designed to promote and the production and distribution of agricultural products.

Agronomist Trainee, Turf and Seed   GRADE 12 (2249)
A bachelor's degree in agronomy, botany or horticulture, including twenty four credits in one or more of the following: agronomy, botany, crops, horticulture or soils.  This is regulatory work in seed inspection, seed certification, sod certification or sod law.

Art Therapist I   GRADE 12 (4205) Open and Continuous
A bachelor's degree in art therapy.  The following are also qualifying:  Current registration as an art therapist from the American Art Therapy Association or four years experience as a professional art therapist under the supervision of a licensed occupational therapist, licensed physical therapist or certified activity therapist, which included the responsibility for client assessment and the planning, implementation and evaluation of client art therapy treatment in a mental health or developmental disability setting.  An Art Therapist I performs therapy in the treatment of clients with mental illness, aged, physical illness, or developmental disability that are residents of State treatment facilities or community based programs.  Mail application to the Department of Health and Mental Hygiene, P.O. Assessor I, Personal Property   GRADE 12 (3301)
A bachelor's degree with a major in business administration, economics, finance, law, accounting, public administration or engineering.  This is the trainee level of assessment work involving auditing and analyzing personal property reports of corporations for the purpose of levying tax assessments.

Assessor I, Real Property  GRADE 12 (3310)
This is work at the trainee level in real property assessment.  The employee will be given initial training under close supervision in routine assessment activities.  Specific duties may include inspection, gathering of data, and estimation of value.  A driver’s license may be required.  Experience in the valuation of real property may be substituted on a year for year basis for the required degree.

Chemist I   GRADE 13 (0236)
A bachelor's degree in chemistry or a related science, which includes a minimum of twenty four credits in chemistry.  This is entry-level professional work in chemistry.

Collection Agent I   GRADE 10 (3406)
A bachelor's degree in any field.  High school graduation and four years of experience in financial or credit investigation, claims investigation or debt collection is also qualifying.  This is professional work in the collection of delinquent accounts as an agent of the Central Collection Unit, Department of Budget and Management.

Community Health Educator  GRADE 12 (0510)
Requires a bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.  This is entry level of work planning, developing, implementing and promoting health education projects designed to further public awareness and understanding of the factors influencing health status and community health activities and services.

Community Health Nurse I   GRADE 15 (4215)  Open and Continuous
A bachelor's degree in nursing as determined by the Maryland State Board of Nursing under the licensing requirements for a Registered Nurse.  Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4201 Patterson Avenue, Baltimore, MD, 21215.  Applicant may be required to travel.  A Community Health Nurse I provides direct nursing care to patients in various community settings and local health department clinics.  Persons appointed in this classification are subject to substance abuse testing in accordance to Executive Order 01.01.1989.05 and the Code of Maryland Regulations 06.01.09 "Testing for Illegal Use of Drugs".  After an offer of employment, applicants may be given a medical examination to certify the ability to perform essential job functions.  Applicants should mail applications to the Department of Health and Mental Hygiene, P.O. Community Health Nurse II   GRADE 16 (4216) Open and Continuous

Computer Network Specialist I   GRADE 16 (4412)
A bachelor’s degree in Computer Information Technology, Management Information Systems, or other information technology-related field to include course work in local or wide area  microcomputer or minicomputer networks from an accredited college or university.  Completion of a certification program in Network Engineering or Internetwork Routing, such as Certified Novell Engineer (CNE), Microsoft Certified Systems Engineer (CSE) or Cisco Certified Internetwork Expert (CCIE) or equivalent certification program may be substituted for the required education.  No experience required.
 
Coordinator, Special Programs, Health Services I   GRADE 12 (2722)
A bachelor's degree in nursing, social work, psychology, education, counseling, or a related field. A bachelor's degree in  another field and one year of professional experience in health services may also qualify.

Correctional Case Management Specialist Trainee   GRADE 12 (3290)
This is entry level work in assessing and evaluating the personal and criminal history of adult inmates in a correctional institution in order to recommend the security level, and developing monitoring appropriate work and educational programs.

Correctional Recreation Officer I   GRADE 12 (4087)
A bachelor's degree in physical education or recreation.  Experience organizing recreational activities may be substituted for the required college education on a year for year basis.  This is entry-level work in the supervision of recreational activities of adult inmates at correctional institutions.

Database Specialist I   GRADE 16 (4479)
Requires a bachelor’s degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in data base management systems.  A Data Base Specialist I is the intermediate level of work designing developing, implementing, maintaining and controlling data base management systems for multipurpose, multi-tasking computers. 

Dance Therapist I   GRADE 12 (4224) Open and Continuous
A bachelor's or master's degree in dance therapy.  The following are also qualifying:  Current registration as a professional dance therapist for the American Dance Therapy Association or four years of experience as a professional dance therapist under the supervision of a licensed occupational therapist, licensed physical therapist or certified activity therapist including the responsibility for clients' assessments and the planning, implementation and evaluation of clients' dance therapy treatment in a mental health or developmental disability  setting.  Experience assisting in these responsibilities will not be accepted as qualifying.  A Dance Therapist I performs therapy in the treatment of clients with mental illness, aged, physical illness, or developmental disability that are residents of State treatment facilities or community based programs.  Mail application to the Department of Health and Mental Hygiene, P.O. Developmental Disabilities Associate   GRADE 9 (4209) Open and Continuous
A bachelor's degree with a specialization in the treatment of developmental disabilities in a mental health or closely related curriculum.  The program must have included a supervised practicum in a developmental disability or similar behavior modification setting or completion of sixty (60) credits with a minimum of  fifteen credits in health or human services, education or the behavioral sciences and one year of experience providing direct client services in a developmental disability or similar behavioral modification setting.  This is full performance level work providing residential services for clients with developmental disabilities.

Developmental Disabilities Associate Supervisor   GRADE 11 (4210)
A bachelor's degree with a specialization in the treatment of developmental disabilities in a mental health or closely related curriculum.  The program must have included a supervised clinical practicum in a developmental disability or similar behavior modification setting or completion of sixty credits with a minimum of fifteen credits in health or human services, education or the behavioral sciences and three years of experience providing residential services in a developmental disability or similar behavioral modification setting.  This is supervisory work providing residential services for clients with developmental disabilities and with responsibility for the overall twenty-four hour operation of a cottage or living unit. 

Developmental Disabilities Shift Coordinator   GRADE 11 (4211)
A bachelor's degree with a specialization in the treatment of developmental disabilities in a mental health or closely related curriculum.  The program must have included a supervised clinical practicum in a developmental disability or similar behavior modification setting or completion of sixty credits with a minimum of fifteen credits in health or human services, education or the behavioral sciences and three years of experience providing residential services in a developmental disability or similar behavioral modification setting.  This is supervisory work providing residential services for clients who are developmentally disabled.  Employees are responsible for overall operations of several cottages or living units primarily on the evening or night-shift. 

DJS Case Management Specialist I   GRADE 12 (2590)
Requires a bachelor’s degree.  This is entry level work providing case management services to juveniles in a community or residential setting.

DJS Coordinator of Recreation   Grade 14 (2624)
Requires a bachelor’s degree in Adventure Sports, Recreation or a related recreational field.  This is specialized work supervising, developing and implementing recreational programming for multiple juvenile facilities or sites.

Employment and Training Specialist Trainee   GRADE 12
A bachelor's degree in any field. This is entry level professional work for The Department of Labor, Licensing and Regulation involving training in vocational placement, claims adjudication, or job development.

Engineer I   GRADE 13
Options:  1.  Civil General (1883) 2. Electrical (1884) 3. Mechanical (1927)
A bachelor's degree in engineering from a college or university approved by the Engineer's Council for Professional Development in one of the above engineering options. High school graduation and four years of technical or professional engineering experience in the construction of buildings or marine structures appropriate to one of the above listed options is also qualifying. Currently registered Professional Engineers in Maryland or a state with comparable requirements are considered as meeting all educational requirements for Engineer I.  Submit copy of Professional Engineers registration with the State application.  This is engineering work in the design of systems, utilities and support facilities related to the construction of buildings and marine structures.

Entomologist I   GRADE 12
Options:   1. Mosquito Control (1047 2. Plant Protection (1048) 3. Pest Management (1049) 4. Pesticides (1050)  5. Apiary (1051)
All options:  A bachelor's degree.  This is specialized work in applied entomology in the above areas.  Mosquito Control Option:  Course work must have included a minimum of twenty one credits in entomology, up to six credits in genetics or ecology may be included among the twenty one  required credits in entomology, of which at least three credits must have been in medical entomology, or a related course.   Plant Protection Option:  Course work must have included a minimum of twenty one credits from the subject areas of botany, entomology, horticulture, or plant pathology, including fifteen credits in entomology.   Pest Management Option:  Course work must have included a minimum of twenty one credits in entomology, up to six credits in genetics or ecology may be included.  Pesticides Option:  Course work must have included a minimum of twenty one credits from the subject areas of agronomy, botany, entomology, horticulture, or plant pathology, with at least six credits in entomology.  Apiary Option:  Course work must have included a minimum of twenty one credits from the areas of agronomy, botany, entomology, horticulture, microbiology, or zoology, at least nine credits must have been in entomology.  At least one course must have been in agriculture.

Environmental Specialist I   GRADE 12
Options:  1. General (1059)   2. Earth Science (1060)   3. Bio Science (1061)   4. Socio Economic  (1062) 5. Cultural Resources (1063)
This is entry level for an employee who will research, gather and analyze data and coordinate environmental matters related to the planning, design, construction, and maintenance of State projects or programs.  General Option:  A bachelor's degree in any field.  Earth Science Option:  A bachelor's degree in chemical, civil, mechanical, or environmental engineering or in chemistry, physics, earth science, geology, or other physical sciences.  Bio Science Option: A bachelor's degree in biology, bio chemistry, zoology, botany, animal science, wildlife management, or other biological sciences.  Socio Economic Option:  A bachelor's degree in  sociology, economics, or other social sciences.  Cultural Resources Option:  A bachelor's degree in art, art history, anthropology, archaeology, architectural history, historic preservation, history, or other cultural resources.

Equal Opportunity Officer Trainee   GRADE 12 (0017)
A bachelor's degree in any field is required with no experience.  Experience directly related to protected groups and their problems in areas of compliance with civil rights statutes or community and human relations may be substituted for the required education at the rate of one year of experience for one year of education.

Family Investment Specialist I   GRADE 10 (0683) 
A bachelor's degree in any field.  Four years of experience involving public contact negotiating, interviewing, explaining information, gathering and compiling data, performing analyses of data, writing correspondence and completing mathematical or legal tasks is also qualifying.  Income Maintenance Specialists determine the eligibility of applicants for public assistance programs and review client information for continued eligibility.  Mail Applications (MS 100) to Department of Human Resources, Examination Services Unit, 311 West Saratoga Street, Room 356, Baltimore, MD 21201.

Family Services Caseworker Trainee   GRADE 12 (4507) Open and Continuous
A bachelor’s degree in an appropriate behavioral science, such as: child development, sociology, social work, psychology, counseling, nursing, criminology, juvenile justice, human growth and development, human services, mental health or human resources management that includes at least 30 credit hours in human services or human development.  May be assigned duties that require operation of a motor vehicle.  No experience required. 

Financial Agent I   GRADE 8 (0463)
A bachelor's degree in any field.  Sixty college credits and two years experience in health care financing or the life/health insurance fields involving  investigation or adjustment of claims is also qualifying. This is beginning level of work as a field representative for the Division of Reimbursements of the Department of Health and Mental Hygiene.

Financial Compliance Auditor Trainee  GRADE 13 (4538)
This is entry level of work examining and analyzing the business records and accounting systems of a State agency, grantee, business or other entity to verify reliability, accuracy and compliance with generally accepted accounting principles and with statutes or contract provisions.

Forester I   GRADE 12 (1066)
A bachelor's degree in forestry from a school in forestry approved by the State Board of Registration for Forersters or accredited by the Society of American Foresters. This is entry level professional forestry work of the Forest, Park and Wildlife Service Programs.

Geologist I   GRADE 14 (1028) Open and Continuous
A bachelor's degree in geology, environmental geology or a related earth science. Health Planner I   GRADE 12 (3350)
A bachelor's degree in health planning, public health, health science, hospital Administration, or health care administration. This is professional work in regional or state health planning.

Health Services Specialist I   GRADE 10 (0734)
This is entry level investigational work in the clinic and in the field, as part of the public health program aimed at the identification, control and eradication of chronic and communicable diseases.  Traveling may be required.  One year of experience in State service as a PUBLIC HEALTH TRAINEE, or one year of experience in public health investigation work, may be substituted for the required specialized credits.

Illustrator I   GRADE 8 (2044)
A bachelor's degree in art, graphic design or illustration is required.  This is the beginning level of work in graphic design and illustration.

Landscape Architect I   GRADE 13 (0156)
A bachelor's degree landscape architecture from a school approved by the Maryland State Board of Examiners of Landscape Architects. This is entry-level design work in landscape architecture.

Landscape Specialist I   GRADE 9 (0580)
A bachelor's degree in horticulture, agronomy, or forestry.  This is technical work in roadside agronomy and landscape construction inspection.

Lottery Specialist I   GRADE 11 (2797)
A bachelor's degree in any field.  Applicants may substitute experience in administrative work in a business or governmental operation n a year for year basis for the required education.  This is administrative staff work at the entry level in the Marketing Division of the State Lottery Agency. 

Medical Services Reviewing Nurse I   GRADE 16 (4250) Open and Continuous
A bachelor's degree in nursing or a related field.  Two years of experience as a registered nurse is also qualifying.  Applicants must be licensed as a registered nurse with the Maryland State Board of Nursing and must submit a photocopy of license with the application.  A Medical Services Reviewing Nurse I reviews medical assistance or compensation claims to ensure that services provided are consistent with State and Federal regulations.

Mental Health Associate II   GRADE 9 (2500)
A bachelor's degree or 120 credits in a human service program. The program must have included either a supervised practicum providing therapeutic services to individuals with mental illness, or nine credits in psychology.  Sixty credits in a human service program, including a practicum providing therapeutic services to individuals with mental illness or nine credits in psychology, including abnormal psychology, and two years of post education experience providing therapeutic services to individuals with mental illness is also qualifying. Additional 30 college credits in a human service program may be substituted on a year for year basis for the required experience.  This is the intermediate level of counseling in mental health.

Music Therapist I   GRADE 12 (4253) Open & Continuous
A bachelor's or master's degree in music therapy.  The following are also qualifying: Current certification as  a music therapist from the American Music Therapy Association or the Certification Board for Music Therapy, Inc., or four years experience as a professional music therapist, under the supervision of a licensed occupational therapist, licensed physical therapist or certified activity therapist, which included the responsibility for clients' assessments and the planning, implementation and evaluation of clients' music therapy treatment in a mental health or developmental disability setting.  Experience assisting in these responsibilities will not be accepted as qualifying.  A Music Therapist I performs therapy in the treatment of clients with mental illness, aged, physical illness, physically disabled or developmentally disabled who are residents of State treatment facilities or community based programs.  Mail applications to the Department of Health and Mental Hygiene, P.O. Natural Resources Biologist I   GRADE 12 (1685)
Possession of a bachelor's degree from an accredited college or university in biology, biochemistry, environmental science, aquaculture, natural science, natural resources management, botany, marine biology, marine ecology, physical oceanography, ichthyology, fisheries management, wildlife management, zoology, or a natural resources management related field of study.  This is the beginning level of professional biological work in the management of natural resources.

Natural Resources Planner I   GRADE 12 (2308)
A bachelor's degree in natural resources planning, natural resources planning management or natural resources development.  This is professional work in the field of local, regional, State, and intergovernmental natural resources planning.

Nutrition Program Trainee   GRADE 12 (3330)
A bachelor's degree with a major in community nutrition dietetics, Foods and Human Nutrition, Food systems management or nutrition education.  This is work at the nonlicensed entry level of work providing nutrition services to clients in a public health or community setting.

Parole and Probation Agent I   GRADE 12 (0674)
A bachelor's degree, including thirty credits in the social, behavioral, or correctional sciences. Applicants may be required to travel. This is parole and probation work in the supervision of and assistance to convicted offenders in adopting behavior patterns acceptable to the community. 

Personnel Specialist Trainee   GRADE 12 (1167)
This is an entry level of staff work in the administration of state personnel programs.  Employees in this class may specialize in a specific functional area of personnel management such as employment services, classification and compensation, employee-employer relations, or may function as a personnel generalist.  Paraprofessional or professional personnel management experience may be substituted for the degree on a year for year basis up to four years of the required education.

Planner I   GRADE 12 (1167)
A bachelor's degree in planning is required. A master's degree in a related field, such as architecture, landscape architecture, engineering, geography, economics, public finance, public administration, urban affairs, sociology, political science, or regional science, is also qualifying. This is technical work at the entrance level in the field of local, regional, State, or transportation planning, involving research projects in land use, physical conditions, population density and trends, natural resources, transportation, or community resources.

Public Health Engineer I   GRADE 13 (0169) Open and Continuous
A bachelor's degree in engineering.  Registration as a Professional Engineer in the State of Maryland may be substituted for the bachelor's degree.  This is professional work in public health engineering performing engineering activities in an environmental control program.  Mail applications to the Maryland Department of the Environment, Montgomery Park Business Center, Personnel Services Division, 1800 Washington Blvd., STE 535, Baltimore, MD 21230-1718.

Public Health Laboratory Scientist General I   GRADE 13 (1084) Open and Continuous
A bachelor's degree with a major in the chemical, medical technology or biological sciences to include one chemistry course. Applicants must indicate on the application form the courses and total numbers of credits in the chemical, medical technology or biological sciences. This is entry-level public health laboratory work in the Laboratories Administration of the Department of Health and Mental Hygiene.

Public Service Engineer I   GRADE 14 (2186)
A bachelor's degree in engineering is required.  This is professional engineering work with the Public Service Commission conducting inspections, tests, analyses, and evaluations of the operations and equipment used by public service companies.  Professional engineering experience may be substituted on a year for year basis for the education.

Publications Specialist Trainee   GRADE 8 (2947)
A bachelor's degree with a major in one of the following: English, journalism, public relations, writing, multi media, or audio visual communications. This is work in the field of governmental information, assisting in publications activities.

Records Management Specialist I   GRADE 8 (3488)
Requires a bachelors degree.  This is trainee level professional work in records management in the Records Management Division of the Department of General Services.  Employees work with experienced Records Management Specialists to learn the principles and procedures of records creation, records maintenance and records disposition.

Registered Nurse   GRADE 16 (4284) Open and Continuous
Applicants must be currently licensed with the Maryland State Board of Examiners of Nurses as a Registered Nurse under Maryland State Law.  Persons appointed in this classification are subject to substance abuse testing in accordance to Executive Order 01.01.1989.05 and the Code of Maryland Regulations 06.01.09 "Testing for Illegal Use of Drugs".  Applicants with a bachelor's degree in nursing, or an associate's degree in nursing, or a nursing diploma should satisfy the requirement for licensure as a registered nurse.  This is professional work at the beginning staff nurse level in the care and treatment of patients who are physically or mentally ill.  Applicants should mail applications to the Department of Health and Mental Hygiene, P.O. Research Analyst Trainee   GRADE 13 (0022)
This is research work at the beginning level compiling and analyzing data, and preparing reports requiring the application of elementary statistical techniques.

Retirement Benefits Counselor I   GRADE 12 (2806)
This is beginning level of specialized counseling work relative to the application and interpretation of laws, rules, regulations and policies governing the Maryland State Retirement Agency.  Employees received specialized training  in this area, thus acquiring knowledge of the Retirement Agency and counseling skills.

Soil Conservation Engineer I   GRADE 13 (0039)
A bachelor's degree in agricultural or civil engineering.  This is work providing technical liaison, guidance and assistance to the various soil conservation districts in Maryland.

Supervisor of Recreation I   GRADE 8 (0912)
A bachelor's degree in any field. Applicants must have training or experience in rendering emergency first aid, and must be physically able to participate in sports. This is work in the supervision of the recreational activities of inmates, patients, or juveniles residing in State facilities.

Therapeutic Recreator I   GRADE 12 (4283) Open and Continuous
A bachelor's or master's degree in therapeutic recreation, or recreation with a major in therapeutic recreation.  The following are also qualifying: Current certification as a therapeutic recreator  from the National Association for Therapeutic Recreation Certification or four years experience as a professional therapeutic recreator, under the supervision of a licensed occupational therapist, licensed physical therapist or certified activity therapist, which included the responsibility for clients' assessments and the planning, implementation and evaluation of clients' recreation therapy treatment in a mental health or developmental disability setting.  Experience assisting in these responsibilities will not be accepted as qualifying.  A Therapeutic Recreator I performs therapy in the treatment of clients with mental illness, aged, physical illness, or developmental disability that are residents of State treatment facilities or community based programs.  Mail application to the Department of Health and Mental Hygiene, P.O. Water Resources Engineer I   GRADE 13
Options:  1.  Environmental (2285)  2.  Hydrology (1862)
Environmental Option: A bachelor's degree in sanitary, public health, environmental, civil, or chemical engineering from an accredited college or university;or a bachelor's degree in engineering and sixteen credits in biology, hydrology, hydraulics, ecology and pollution control; or possession of a bachelor’s degree in the areas of environmental technology, agronomy, ecology, geotechnology, or agriculture with 20 semester credit hours in ecology biology and pollution control, and a course in differential equations from an accredited four-year college or university. 
Hydrology Option :  A bachelor's degree in engineering and twelve (12) credits in hydrology or hydraulics related subjects at an accredited college or university.  The following courses are acceptable: basic and intermediate hydraulics, fluid mechanics, engineering analysis and computer programming, surface water hydrology, and groundwater hydrology.  This is entry level professional engineering work in analysis of water quality, water pollution control, and in preparation/review of hydrologic and hydraulic designs and planning studies.

Weed Control Specialist II   GRADE 9 (3044)
A bachelor's degree in an agricultural, life, or physical science may be substituted for required experience. This is work in the State weed control program, serving as a field liaison representative in the implementation of the State laws governing the control of nuisance weeds.

Work Adjustment Associate III   GRADE 9 (4313)
A bachelor's degree in vocational counseling or closely related field may be substituted for the required 2 years of experience.  The following is also qualifying: Sixty credits with at least fifteen credits in health or human services, or the behavioral sciences and two years of experience providing work placement, work training and work adjustment services to patients or clients with mental illness or developmental disabilities in a pre-vocational developmental program, or high school and four years of experience providing work placement services to patients or clients with mental illness or developmental disabilities in a pre-vocational developmental program.
