The Professional Fiscal Career (PFC) assessment system is a replacement for the traditional paper-based application and testing process.  If you complete this process on-line, no MS 100 application and no additional paper documents will be required to get on the eligibility list.  You can fill in an application and take the test for up to 35 professional fiscal job titles in State service.

The requirements of the jobs and the rating criteria are the same as they would be if you had completed this process with a paper application.  The test for this job is a rating of your work-related education and experience.  There is no multiple choice exam for these jobs.

It is important that you provide complete, accurate and current information when applying for the PFC.  The policy of the Recruitment and Examination Division in regard to expiring from and re-taking the PFC is as follows:

  • You will be on the eligible list for one year in any job class for which you have applied, met Minimum Qualifications and completed the supplemental questions.
  • If you take the PFC and either do not select or do not qualify for certain jobs, you may re-apply for those additional jobs at any time.
  • If you take the PFC and are placed on eligible lists for certain jobs, you may re-apply for those jobs again in 6 months or more.
  • If you apply for jobs where you are already on eligible lists and have been there for less than 6 months, your new application will not be processed.
  • As previously stated, if you have taken the PFC and been placed on eligible lists, you can re-apply again after 6 months. If the information you submit changes sufficiently so that your test results change, you will have that new test result for 1 year, even if it is lower than the original result.

If you believe that you did not receive the correct score from the PFC process, you must submit a written request to have your information evaluated, accompanied by a completed Maryland State MS 100 employment application. Send these requests to Scott Regner - PFC, Room 608, 301 W. Preston Street, Baltimore, MD 21201.

Before you click on the "Apply" button for the jobs, you should gather several pieces of background information so you can have them in front of you.  This will expedite the process of completing the application and test.  If you have a detailed resume, keep it in sight.  You will need information such as college degrees, certifications, dates of the degrees and certifications. You will be asked to provide information about the number of years and months of related work experience you have had.  Once you have gathered this information, you will be able to complete the process quickly.  Please be aware that you need to complete this process within 40 minutes.  If you submit a page and the program has expired, you will have to go back to the beginning of the process.  We anticipate that most people will be able to complete the application within this time frame.  In addition,  please refrain from including any punctuation within the data entry portion of this application.

Your Social Security Number is a required part of your application data.   Applications that do not have a social security number can not be processed and will be deleted.

If you choose to apply for jobs for which you meet the MQ, you will be asked specific questions about training and work experience that you have had in those areas.  Your responses to those questions will determine your ranking on the eligibility lists for those jobs. 

In the process of evaluating your MQ and taking the test, you may notice that some questions seem similar.  Be sure you answer these questions in a consistent fashion each time you see them, even if they seem redundant.

The final portion of the process is titled, "Certification Questionnaire for Specialized Areas".  This section asks about your specialized work experience.   Your responses to these questions will be noted on the list of eligibles but will not change your standing.  If agencies are interested in candidates who have those specialized skills, they will be allowed to select from among the candidates who have checked that they have that experience.
