David Brinkley serves as Governor Larry Hogan’s Secretary of the Department of Budget and Management. Following Governor Hogan’s election, Secretary Brinkley joined the transition team, where he helped formulate the fiscal year 2016 budget. Governor Hogan nominated him budget secretary on January 15, 2015. Secretary Brinkley was confirmed by the Maryland Senate less than a month later on February 13th.
Since then, Brinkley has traveled the state, met with constituents, and found great success in explaining the need to eliminate Maryland’s structural deficit not through increasing taxes and fees, but by imposing a strict diet on governmental growth and keeping to it.
By carrying the message of fiscal responsibility and showing how the Administration is taking steps that will help the state’s recovering economy, Secretary Brinkley has been doing his part to make sure everyone knows that Maryland truly is open for business once again.
Brinkley was born and raised in Frederick County, where he attended Linganore High School. He graduated from the University of Maryland, College Park, in 1981. Secretary Brinkley began his career working in life insurance in 1982, earned his professional designations in 1984, and opened his own office in Frederick in 1988. In 1989, Brinkley went through treatment for Hodgkin’s Lymphoma, and today he serves on the Board of Advisors to the University of Maryland Marlene and Stewart Greenebaum Cancer Center.
In 1994, he was elected to the House of Delegates representing parts of Frederick County. During his two terms in the House, Secretary Brinkley served on the Commerce and Government Matters Committee and was selected by his fellow Republicans to act as the Deputy Minority Whip from 1997-1998.
In 2002, Brinkley was elected to his first of three terms in the Maryland Senate. As a freshman Senator, he was assigned to the Budget and Taxation Committee. His final year in the Senate was spent on the Finance Committee. Throughout his tenure as a Senator, Secretary Brinkley also had the privilege of serving as the Minority Whip from 2010-2011 and as the Minority Leader twice, from 2007-2008 and again from 2013-2014.
Brinkley maintains his securities registrations with FINRA and insurance licenses in 12 states. His life insurance practice is now focused on estate and retirement planning.
