Helene Grady was nominated by Governor Moore to serve as the Secretary of
Budget and Management in November, 2022. Secretary Grady was confirmed by
the Senate on February 6, 2023. Prior to joining the Moore Administration,
Secretary Grady served as vice president, chief financial officer, and
treasurer for Johns Hopkins University. Prior to serving as CFO,
Secretary Grady served as the University's vice president for planning and
budget, charged with developing and managing the university’s operating and
capital budgets and five-year financial plan. Prior to joining Johns
Hopkins, Secretary Grady spent 9 years with the City of Baltimore
Department of Finance, the last five years as deputy director of finance.
Secretary Grady also served four years with the City of Philadelphia, where
she finished as deputy budget director.
Secretary Grady served as vice chair of the board for the College Savings
Plans of Maryland (MD529) and as a member of the Maryland Health Care
Commission. A Harry S. Truman scholar, she is a graduate of La Salle
University and earned a Master of Public Policy from Harvard University’s
John F. Kennedy School of Government. A native of Philadelphia, PA,
Secretary Grady is a resident of Baltimore City.
