Currently working as a Human Resource Officer at the Maryland Department of Public Safety and Correctional
Se​rvices, Curtis focuses on recruiting Correctional Officers for multiple correctional facilities throughout Maryland.

 

Curtis earned his master’s degree in Human Resource and Management from Central Michigan University and is certified as a Senior Professional in Human Resource from the Human Resource Certification Institute. He is currently pursuing a project management certification from the University of Maryland.

Raised in upstate New York, he enlisted in the United States Navy and managed many trailblazing positions. With great vision and fortitude, he quickly advanced up the promotional ladder and became a career recruiter in the most demanding locations. He served in three different regions including Navy Recruiting District Miami, Navy Talent Acquisition Command Philadelphia, and performed as an augment talent acquisition inspector in Oklahoma City, Oklahoma, for the Navy Talent Acquisition Academy, Pensacola, Florida. 

Other commands include the U.S. State Department, Diplomatic Security, American Embassy, Lima Peru; Bosnia Herzegovina, Operation Joint Guard, and Operation Stabilization Force; Naval Station Rota Spain; NAS Keflavik Iceland; NAS Guantanamo Bay Cuba: Naval Mobile Construction Battalion One and various other commands. Qualified as a Seabee Combat Warfare specialist.

 

Curtis also served as a subject matter expert on many professional panels to include the Command Equal Opportunity Program, Command Onboarding Program, Command Retention Team, and lead chairperson to identify college diversity graduates for nontraditional classifications.

 

While on active duty, Chief Smith earned numerous awards and decorations, including the Joint Service Commendation Medal;  Navy Commendation Medal; Navy and Marine Corps Commendation Medal; Navy and Marine Corps Achievement Medal (2 gold stars);Good Conduct Medal (four bronze stars); National Defense Service Medal (bronze star);



Armed Forces Expeditionary Medal; Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; and the Military Outstanding Volunteer Service Medal.
