The Maryland Technical Assistance team supports Maryland municipalities and NEUs seeking to benefit from federal funds, opportunities and incentives. As such, MTAP offers multiple services and forms of guidance to support both pre and post award activities.
Fund Mapping
The MTAP team provides a fund mapping service that matches potential funding sources available through the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) for your municipality’s priority project(s) or project concept(s). To participate in the service, please complete the
Fund Mapping Request form. To request a walk-through call, please select “yes” on question 6, and the team will reach out to you promptly. Results of this service are usually delivered within 8-10 business days after the form is submitted.
Understanding Direct Pay and the One Big Beautiful Bill Act (OBBBA)
The One Big Beautiful Bill Act (OBBBA) introduces legislative framework aimed at streamlining regulatory compliance, infrastructure planning and funding access for municipalities. This presents both opportunities and complexities for local governments, requiring a strategic understanding of its provisions and implementation pathways. To assist municipal leaders and decision-makers in navigating the OBBBA framework effectively, we have developed a high-level guidance document which outlines key requirements, timelines and actionable steps to support municipalities in aligning with the Act's objectives.

Rural and Tribal Assistance Pilot Program (RTA)
- The U.S. Department of Transportation has recently opened up applications for the Rural and Tribal Assistance Pilot Program, which seeks to award grants on a first-come, first-served basis to eligible applicants seeking to fund transportation infrastructure projects. The funding is intended to build organizational capacity to evaluate and develop local infrastructure projects and support planning and evaluative efforts in rural communities. The application portal will open on September 8, 2025, with applications due by October 8, 2025 1t 11:59 p.m. EST. Applicants should submit their applications through

Watershed Assistance Grant Program
- The Chesapeake Bay Trust Watershed Assistance Grant Program funds projects that support watershed restoration project designs and permitting and for watershed planning and programmatic development. Funding is offered across two competitive tracks, with Track 1 supports project design and Track 2 supports watershed planning and program development. Applications must be submitted by November 7th, 2025, at 4:00 PM ET. Grant applications are submitted through the program's website.

Local Government Energy Modernization Program
The mission of the Local Government Energy Modernization (L-GEM) program is to support local governments as they engage in sustainable, long-term clean energy and energy efficient projects that lead to reduced energy usage and greenhouse gas emissions, increased cost savings, and robust clean energy and economic development. For FY26 only, MEA anticipates offering $64 million in one-time, not-to-be-missed, funding to accelerate adoption of clean energy. Three competitive programs and one non-competitive block grant program are offered under this opportunity. Applicants must apply to these programs by

IIJA and IRA
The Infrastructure Investment and Jobs Act, or IIJA (also known as the Bipartisan Infrastructure Law or BIL), passed in 2021, allocated $1.2 trillion towards investments in transportation, energy, water and telecommunication services to create jobs and modernize communities. Of the $1.2 trillion allocated under IIJA, $550 billion was allocated toward new investments and programs. The Inflation Reduction Act, or IRA, passed in 2022, authorized $891 billion in new spending towards energy and transportation infrastructure, manufacturing, community resilience and water supply improvements.
