About the Statewide Personnel System

​The Statewide Personnel System (SPS) replaced the existing Statewide HR system for the State Personnel Management System (SPMS) agencies, the Benefits Application System (BAS) for benefits enrollment, multiple timekeeping systems and a number of peripheral systems with an integrated and streamlined platform. The SPS system is “cloud based”, which means that data and files are stored over the internet, in a state of the art data center, with highly restricted 24x7 monitoring and audit, rather than on the office network. This allows for increased security, increased collaboration, a reduction in IT administration and costs, and access from anywhere and at any time.

The collection of legacy systems running the States HR functions were not meeting the States personnel needs.  These systems often required paper transactions, approvals, and did not allow managers and supervisors to access up to the minute data for reporting. The SPS project was tasked with the migration from the legacy systems and processes to a new integrated future.

The SPS system is available to all 54 State agencies. Due to the size and nature of the task of bringing 54 agencies and several legacy systems and paper based systems together under this new model, the implementation of the Statewide Personnel System occurred in phases.

SPS Implementation Milestones

Phase I Workday Human Resources [Launched]

Launching Phase I of the Statewide Personnel System was a collaborative effort, with personnel from all Agencies contributing to make this progressive change happen. Phase I introduced Workday HR and included Personnel Transactions, Reporting, Employee Self Service, Manager Self Service and launched November 14, 2014.​

Phase II Workday Time and Attendance [Launched]

Phase II introduced SPS Timekeeping, Absence Management and Gross Payroll in Workday. Phase II launched May 25, 2016.

Phase III Benefits [Launched]

The last phase of the SPS project was an effort to replace the paper benefits enrollment processes for employees and retirees.  This phase included all branches of State government and the Colleges and Universities in Maryland.  Phase III launched in 2018 as a pilot and for all employees and retirees in January 2019.
