Appointed by the Governor with Senate advice and consent, the Secretary has executive jurisdiction over the Department and appoints all Division Chiefs. The Secretary serves as principal adviser to the Governor in fiscal matters.
The Secretary is a member of the Governor's Executive Council; the Governor's Cabinet for Energy Management; the Governor's Subcabinet for Children, Youth and Families, and the Governor's Council on Adolescent Pregnancy. The Secretary also serves on the Board of Revenue Estimates; the Procurement Advisory Council; the Capital Debt Affordability Committee; the Pricing and Selection Committee for Rehabilitation and Employment Programs; the Commission on Correctional Standards; the State Use Correctional Standards; the State Use Industries Advisory Committee; the Asbestos Oversight Committee; the Information Technology Board; the Peabody Institute Oversight Committee; the Board of Trustees for Maryland State Retirement and Pension Systems; the Interagency Economic Growth, Resource Protection and Planning Committee; and the Interdepartmental Advisory Committee for Minority Affairs.
The Secretary chairs the State Employees Health Insurance Advisory Council. The Secretary also prepares the Department's portion of the Agenda for Board of Public Works meetings (Code State Finance and Procurement Article, Secs. 3-201 through 3-206).
Secretary Foster's Biography
Eloise Foster was the first African-American woman to serve as the chief budget officer of a state, having been appointed in 2000 the Secretary of the Maryland Department of Budget and Management. Although she left the position in early 2003 to pursue an administrative position in higher education, in January 2007, she was nominated by Governor Martin O’Malley to return to State government and serve once again as Secretary of Budget and Management.

As Secretary, Ms. Foster serves as the chief fiscal advisor to the Governor and the chief executive of the Department of Budget and Management. As such, she is responsible for overall development and management of Maryland’s $30 billion operating and $1.5 billion capital budget, personnel system for a workforce of 79,000 employees and a comprehensive employee benefits program for state employees and retirees, covering more than 205,000 lives, and information technology (IT) policies and systems for the state of Maryland.
Previously, Ms. Foster served as the Deputy Secretary and Assistant Secretary of the Department as well as Assistant Dean for Business Affairs and Program Development at the University of Maryland School of Medicine. Earlier in her career she held positions in which she was responsible for legislative matters for the governor’s office and the analysis of legislation for the Maryland General Assembly. Upon her retirement from State service in 2005, Ms. Foster established T. Eloise Foster & Associates, a consulting firm specializing in fiscal management and public policy issues.

She also serves as Chair of the State Employees' Health Insurance Advisory Council.
Prior to serving as Secretary, Ms. Foster served on a number of key commissions and committees. She served as a member of Governor O’Malley’s Transition Team Steering Committee and chaired his Budget Advisory Work Group. As a member of the Governor’s Commission on the Structure and Efficiency of State Government (known as the Mandel Commission) and the State Planning Committee for Post-Secondary Education, she participated in a review of state government and higher education and the formulation of key recommendations for change. In addition, she served as a member of a Special Committee of the Maryland Higher Education Commission charged with reviewing the state’s progress in complying with the terms of the partnership agreement between the state of Maryland and the U.S. Office of Civil Rights.
Among Ms. Foster’s professional affiliations is an honorary lifetime membership in the National Association of State Budget Officers. She has held memberships in the National Forum for Black Administrators and National Black MBA Association. Active in community service, Ms. Foster has served on the Howard University Cancer Center Advisory Board and the Seton Keough School Board. She recently served on the Arts and Humanities Council of Montgomery County and is a member of the Washington Women’s Investment Club. Named one of Maryland’s Top 100 Women in 2002 and 2007, Ms. Foster has also received awards for leadership and service to the state of Maryland.
Ms. Foster holds a Bachelor of Arts degree in Business Administration from Howard University and a Master of Business Administration degree from American University, and she has completed the Senior Executives in State and Local Government Program at Harvard University.
