What is Change Readiness?

The Statewide Personnel System (SPS) is changing the way that the State of Maryland is managing HR needs, Benefits Enrollment and Timekeeping, areas that have broad impact on thousands of employees and retirees. SPS Change Readiness aims to assist the State’s agencies, organizations and employees adapt to the changes in a way that minimizes disruption and risk while maximizing adoption and advantage.

Phase I – HR Transactions and Reporting

During Phase I the SPS project team and DBM Shared Services lead Change Readiness via Agency Change Advocates and Agency Change Leaders, through hosting live Roadshows and providing communications to project partners and employees alike via this website, direct email communication, conference calls, webinars and print materials such as flyers, brochures and posters.

Phase II – Benefits

During Phase II the SPS project team is working with DBM Employee Benefits Division (EBD) to facilitate Change Readiness via Benefit Advocates and participation in Open Enrollment activities.

Benefit Advocates are Benefit Coordinators from select agencies and other organizations (such as Universities) who will partner with SPS/EBD to coordinate the flow of vital information between their organization and the SPS project.

Phase III – Timekeeping

During Phase III the SPS project team and DBM Shared Services will facilitate Change Readiness via select Subject Matter Experts.

Subject Matter Experts (SMEs) are individuals from select agencies who have the ability to work with the SPS functional team to ensure the effective implementation of a centralized timekeeping system for SPMS agencies.​
