Federal Funding Support

The Maryland Technical Assistance team supports Maryland municipalities and NEUs seeking to benefit from federal funds, opportunities and incentives. As such, MTAP offers multiple services and forms of guidance to support both pre and post award acti​vities.

Fund Mapping​​​

image of hands exchanging moneyThe MTAP team provides a fund mapping service that matches potential funding sources available th​rough the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) for your municipality’s priority project(s) or project concept(s). To participat​e in the service, please complete the Fund Mapping Request form. To request a walk-through call, please select “yes” on question 6, and the team will reach out to you promptly. Results of this service are usually delivered within 8-10 business days after the form is submitted.​

PUREWater Westminster Success Story
​Internal Capacity Assessment Resource
​The City of Westminster, Maryland is advancing a forward-thinking solution to regional water scarcity through its PUREWater Westminster initiative. Launched in 2019, the project is designed to transform reclaimed water into a reliable, drought-resistant supply, ensuring long-term sustainability for residents, businesses, and future growth. With construction underway and completion anticipated in 2027, this first-of-its-kind facility in Maryland represents a significant investment in water resilience and establishes a model for future water reuse efforts across the state.
​To support municipalities pursuing ambitious funding projects, this resource offers a structured framework for assessing organizational readiness when navigating federal funding, outlining key components of building internal capacity and helping users identify core capabilities. Municipalities looking to strengthen their foundation for sustainable, successful project funding and delivery may find these resources to be a valuable starting point. 



Open and Upcoming Opportunities​​

Flood Mitigation Assistance Program (FM​A)

  • The Federal Emergency Management Agency (FEMA) has officially re-opened the Flood Mitigation Assistance(FMA) program following the pause and amendment of the FY2024 cycle. Because the previous round was paused, any applicant who submitted materials under the FY024 cycle must resubmit applications under this current round. Municipalities participate as subapplicants to the state, so all questions and submissions must go though the Maryland Department of Emergency Mangement (MDEM). Applications are due on August 6, 2026 by 3:00 p.m. EST, but subapplicants are strongly encouraged to submit early to give MDEM enough time to review and forward the final application package to FEMA.​​

Understanding Direct Pay and the One Big Beautiful Bill Act (OBBBA)


The One Big Beautiful Bill Act (OBBBA) introduces legislative framework aimed at streamlining regulatory compliance, infrastructure planning and funding access for municipalities. This presents both opportunities and complexities for local governments, requiring a strategic understanding of its provisions and implementation pathways. To assist municipal leaders and decision-makers in navigating the OBBBA framework effectively, we have developed a high-level guidance document​ which outlines key requirements, timelines and actionable steps to support municipalities in aligning with the Act's objectives.​


IIJA and IRA​


The Infrastructure Investment and Jobs Act, or IIJA (also known as the Bipartisan Infrastructure Law or BIL), passed in 2021, allocated $1.2 trillion towards investments in transportation, energy, water and telecommunication services to create jobs and modernize communities. Of the $1.2 trillion allocated under IIJA, $550 billion was allocated toward new investments and programs. The Inflation Reduction Act, or IRA, passed in 2022, authorized $891 billion in new spending towards energy and transportation infrastructure, manufacturing, community resilience and water supply improvements.​


Maryland Grant Award Interactive Dashboard


The Maryland Municipal Technical Assistance Program is pleased to present an interactive dashboard that displays IRA and IIJA awards won in the state of Maryland. The dashboard features dropdown menus and filters to optimize results and offer tailored insights into federal funding d​istributions across the state. ​

IIJA - IRA Grant Awards to Maryland Recipients​

The Maryland Municipal Technical Assistance Program has developed in interactive GIS dashboard that visualizes IRA and IIJA awards distributed across Maryland. The map integrates award-level data with spatial analytics to provide a clear, intuitive view of funding patterns, project locations and program reach. Users can explore the dataset through filters and layered visual elements to see how federal investments are shaping Maryland communities. ​
