Hourly Rate $22.32 - $35.83

The Maryland State Retirement Agency is recruiting for an Analyst in the Systems Development division.  This is a contractual position with no State Benefits.  This position will: Plan, organize and conduct systems development projects;. consult with clients to, identify, plan, design/develop/evaluate and implement new business/computer systems and/or revise existing systems; develop computer applications using established tools and standard designs and architectures; and perform as a project manager/leader in the development and change processes. This position will have hands-on participation and responsibility in all elements of a full life-cycle development process. The candidate should have business skills to fully understand the role information systems plays in various business disciplines, strong written and verbal communications skills, an understanding of web development processes along with analytical, project management and programming skills. 
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology-related field.
Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes  
    1.  Candidates may substitute six credit hours of coursework in application analysis  programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
    2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.
    3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.
    4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
PREFERRED QUALIFICATIONS:  The ideal candidate will have experience and demonstrated proven capability with the following tools in an enterprise-class environment: Microsoft Office SharePoint Server, Visual Studio.NET 2005/2008, Visual Basic.Net 2005/2008, SQL Server 2005/2008, MS Office, Access, MS Project, SharePoint Designer 2007,  HTML, CSS, SSI, JavaScript, VBScript, and ASP.NET, IIS 6.0, Windows 2003 Server and Active Directory.
