What is the Statewide Personnel System?

The Statewide Personnel System (SPS) encompasses many tools to assist State of Maryland employees with managing their personal and work life utilizing modern, leading-edge technology. It is a set of systems that enable the State agencies to handle all HR needs and reporting, as well as benefits enrollment and timekeeping, through the Shared Service’s Division of DBM.

Although SPS incorporates many different features, not all features will be used by all employees.

Who is the SPS for?

The SPS is for all State of Maryland employees and retirees, but how you use it will depend on your role as well as where you work.

Human Resources

SPMS and some Central Payroll Bureau Independent Agencies use SPS Workday to perform daily HR related transactions and manage HR needs.

Benefits

All State of Maryland employees and retirees will use SPS Workday to enroll in and manage their health benefits.

Timekeeping

Timekeeping services will be utilized using SPS Workday for SPMS Agency employees only.

Self Service

SPS Workday houses the personal and work-related data on SPMS Agency employees and some Central Payroll Bureau Independent Agencies only; as such, the Self Service features of SPS are only available to those employees who work for those organizations.
