What is the purpose of the survey? 
The Moore-Miller Administration wants to ensure that state government employees are supported and that their voices are heard. It is best practice for leading organizations to regularly ask their employees to share feedback about their workplace experience through an employee survey so that the organization can take action to address pain points and continue to improve on existing strengths.
 
This initial survey will provide a baseline for the State of Maryland, so that we can track our progress over time with future employee surveys.
 
At the core, the survey is intended to be a tool that the State will use for learning and generating better conversations among our employees. Thank you for your willingness to participate and give feedback to help the State of Maryland take the next right steps on our journey.
 
Is the survey private? 
The survey is completely confidential, and no one in the State of Maryland will be able to identify any single response. Results will only be reported in aggregate, meaning total numerical scores. Our survey platform, Qualtrics, has advanced safeguards in place to ensure that responses are only ever shown for groups with at least 5 responses.  
 
Note that the free form text comments will be reported back exactly as written. Although we maintain the same thresholds for reporting comments as other results (e.g., there must be at least 5 responses from the group), if you are particularly concerned about being identified in conjunction with your comments, then you may wish to avoid writing anything in your comments that may serve to identify you. Sharing a comment is voluntary, and you may choose not to write anything in the comment box if you prefer.
Who can see the survey results? 
No one in the State of Maryland will be able to see anyone’s individual responses. Leaders who have access to results dashboards will only be able to see aggregate results (e.g., more than 5 responses) for their own specific department and/or team. Your manager will never be able to see your name attached to a response.
 
How long will the survey take to complete?
The survey should take 10-15 minutes to complete. You do not have to take the survey in one sitting; you are able to begin the survey and come back at a later time with your progress saved.
 
What’s included in the survey?
The survey contains multiple choice questions that are designed to measure six core values:
o   Inclusivity
o   Integrity
o   Service
o   Meaning
o   Professional Growth
o   Excellence
 
The survey also includes open ended comment questions to allow participants to provide more examples in their own words and share about things not otherwise asked about on the survey.
 
What is the timeline of the survey and when will results be shared?
The survey will be administered from January 22nd to February 2nd.  
Four to six weeks after survey closes all employees will receive a report with the results and key themes. 
 
Is participation in the survey required?  
Participating in the survey is entirely voluntary and optional.

What should I do if I deleted my survey invitation?
Our survey is powered by Qualtrics. You will receive invitations from the following email address: MDCultureSurvey@qemailserver.com 

You can respond directly to the email you received with any issues, or MDCulture.Survey@maryland.gov  
 
What should I do if I didn’t receive an invitation?
Full and part-time state employees and employees on fixed-term contracts employed by January 5, 2024 are included in the survey. Seasonal, temporary, and contingent workers were not included due to their limited employment. This ensures that employees have enough experience working with the State of Maryland, their manager, and their co-workers to be able to respond thoughtfully to the survey questions. 
 
If you are a full or part-time State regular employee, or an employee on a fixed-term contract hired before January 5th and did not receive an invitation, please send an email to: MDCulture.Survey@maryland.gov​
 
What should I do if I want to change my responses to the survey?
If your survey has not been fully submitted, you can use your link again and review all of your previous responses, changing responses as you see fit. However, once your responses have been submitted on the last page they cannot be changed.
