MEGA Council Charge
The Maryland Efficient Grant Application Council (MEGA Council) was established to streamline the grant application process and improve grant administration efficiency. Authorized by the General Assembly in July 2020 and reconstituted in July 2024 with the passing of
Senate Bill 459 last session, the Council focuses on adapting federal Uniform Administrative Requirements to simplify grant recipient processes and reduce waste and fraud.
Key responsibilities of the Council include:
- Developing uniform grant application forms and financial controls.
- Establishing standardized reporting requirements.
- Recommending timelines for the adoption and implementation of these processes.
- Providing guidance to ensure compliance with state and federal requirements.
Comprising 24 members, the Council is chaired by the Secretary of Budget and Management, who oversees technical assistance to interpret policy and effectively implement uniform guidance. The recent passage of Senate Bill 630 emphasizes the Council's goal of reducing administrative burdens and eliminating redundancies in grant procedures.
